Season one is six episodes and it is the weakest television anyone involved ever made. Everybody says to skip it and everybody is more or less right: the show rebuilt Leslie Knope between seasons one and two and almost nothing in the first six episodes is load-bearing. Start at season two, and if you end up loving it, season one is six short episodes you can pick up any time.
