Publication order, all sixteen, no exceptions and no chronological wrinkle. The argument here is not about order at all, it is about the seven books people drop, and both sets of people drop them for reasons that sound sensible.

Assassin's Apprentice, Royal Assassin, Assassin's Quest. First person, one narrator, and the most miserable protagonist in fantasy.
Do not skip this because Fitz is not in it. It introduces Amber, who is the Fool, and it builds the dragon and Elderling cosmology the last seven books run on.
Fitz again, fifteen years older. Fool's Fate feels like the end of everything, and there are seven books left.
Slower and looser than the rest, and Assassin's Fate takes its setting, its dragons and several of its viewpoint characters from here. Skip it and the finale is full of strangers.
Fool's Assassin, Fool's Quest, Assassin's Fate. The last three, and they collect on all four earlier sub-series at once.
Then what? A nine book Fitz only route through Farseer, Tawny Man and Fitz and the Fool circulates widely. It is readable and it costs you most of what the ending is doing.
