The one that establishes what a Kingsman is, which is the joke the whole franchise runs on. Nothing before it is needed and it works completely alone.
A direct sequel that picks up on the first film's ending and adds an American counterpart organisation. It assumes you know exactly who survived the first one.
A prequel set from 1902 through the First World War, ending on the founding of the agency. That ending only means anything if you already know what the agency becomes.
Then what? That is all three. A strict chronological order would put The King's Man first, and it is watchable that way, but it turns the film's closing scene from a reveal into a piece of housekeeping. Nothing else in this franchise has been released, and nothing has been dated.
